“Finally, recognizing the great turmoil that came from three years of debating the successor to his predecessor, the council decreed that councils should meet no less than ten days after the pope’s death, that they be locked in a room, and if a cardinals could not choose a pope within three days, their meals would be limited to one course at lunch and at dinner. If after eight days there was still no pope, their meals would be downgraded to just bread, water, and wine and they would lose all revenue so long as the conclave lasted.”
